This photograph was inscribed by President George H.W. Bush on the occasion of General Powell being awarded the Congressional Gold Medal in 1992. Along with the Presidential Medal of Freedom, the Congressional Gold Medal is the highest civilian award of the United States. Powell was awarded this medal, which was struck in his honor, for his leadership during the Persian Gulf War. This photograph hung in the sitting room of the Powell family's residence in McLean, Virginia.

A framed and inscribed photograph of President George H.W. Bush awarding the Congressional Gold Medal to General Colin L. Powell, Chairman of the Joint Chiefs of Staff. This photograph captured the moment on December 10, 1992, that President Bush (left) awarded the Congressional Gold Medal to the 12th Chairman of the Joint Chiefs of Staff, General Powell (right), in the Roosevelt Room of the White House, Washington, D.C. General Powell, dressed in a service uniform, accepts his medal from President Bush who wears a dark suit and stands beside a two-microphone podium. A large gold color framed painting hangs on the white wall behind the men, above holiday decorations. In the photograph’s bottom white margin is an inscription in light black ink that reads: [Colin, A Well Deserved Tribute From Congress / Congratulations / George Bush]. The photograph (a) is set behind a dark blue square window mat and housed inside of a medium brown, deep set, wooden frame (b).
